Moral and Ethical reasons for creating an improving situation as regards
health & safety and the environment include:
everyone has the basic right to return home safely from work
everyone has a right to enjoy good health
while the principle of 'polluter pays' applies to the environment, in
terms of health and safety a similar principle might be that 'those who create
the risks should be responsible for controlling them'.
